The government in developing nations often talk about decentralisation and rural development as policies' invented by the ruling elite. They indulge very often in enacting policies relating to them. They call for redebating the issues relating to forms, extent and modes of government control over them. Bureaucracy here is often seen as a hurdle. An attempt is made in this paper to rationalise their role to reestablish the intrinsic relationship between bureaucracy, decentralisation and rural development to restore the confidence lost in bureaucracy
