Focussing on problem of increasing corruption in State procurements through public official private sector interface, the author suggests, as a remedy, furthering of the present approach followed in such purchases with a mandatory price negotiation approach. He presents a mathematical formulation for the purpose to evolve price negotiation performance measures to quantify price negotiation return to safeguard State's interest, and illustrates operational efficacy thereof through discussing four case studies. - Reproduced
