He discovers states' increasing tendency towards chronic revenue deficits and dis-savings. The author, focusing on Government of U.P., analyses fiscal and administrative developments in the state and its use of deficit measures to make some generalisations to facilitate a broader understanding on fiscal position of state governments in India.
