Change in public service management: new institutions and new managerial regimes - 1997 - p.42-66 - Summer

The character of public service management is changing rapidly and profoundly, from a system based upon integrated bureaucratic hierarchies to a much more diversified system. The pattern of management change varies between public service organisations, reflecting differences between service sectors and the vagaries of organisations' individual `biographies'. In short, there is no one `new public management' nor one process of managerial change. The task of this paper is to develop a conceptual framework that is capable of throwing light upon this empirical complexity. - Reproduced
