Picking up the State-level civil service training scenario as has obtained over the past 50 years, the author discusses the gaps and dysfunctionalities pertaining to conceptualisation of training function and the supportive infrastructure prevailing at the State level at the time of Independence as well as following the liberalisation era. As a remedy, he suggests evolving of a State-level training policy for civil service, and spells out its essential elements and structural mechanism required for proper coordination of training, both at the State-level and the Departmental level. - Reproduced
