Training for higher echelons of administration: Prospects and challenges

Following a brief introduction on the background of organising of IAS and perception on its training needs, the author surveys the arrangement of training that has prevailed for over 50 years pertaining to senior levels of IAS, covering in her span of discussion contributions of V.T. Krishnamachari Report, ARC Reports, the training basket of 1985, National Training Policy and the latest Fifth Pay Commission Report. Presenting a critical appraisal of present training scenario, she points out its inadaquacies, in the changed context of the present paradigmatic shift in government, due to our obsession with incrementalism. - Reproduced
