Focusing on the existing vacuum in the institutional framework of the country in his survey, the author analyses the reasons therefor, including placing public administration at the core of transformative politics, resultant spread of corruption and Mandalisation, which have caused loss of self-confidence and elan. Terming the call to the people `to rise to the occasion' as the greatest irony of contemporary Indian reality, he warns that the recent reform packages of liberalisation and empowerment of PRIs may not work. - Reproduced
