Voice of the middle manager: ethics and the Western Australian public sector

This article will examine this assertion by presenting the findings of a survey of `ethical behaviour' among 543 mid level (four to eight) public sector managers. While reference will be made in discussion to statistical findings, the emphasis in this article will be on the written comments to three specific questions. To these findings will be added those of the Commission on Government and the work of the Public Sector Standards Commission
