With a discussion on the need to realise fuller participation of personnel in attaining good governance in the present context, the author discusses devising of a suitable HRD strategy embodying a career planning system with a built-in mechanism for training, rewards, development of individual careers under a career development system to ensure advancement and growth of its employees. She then discusses certain factors impeding the progress of HRD in government and gives suggestions to remedy the situation. - Reproduced
