  <abstract>The author discusses efforts towards promoting openness and transparency in Indian administration, as reflected in the report of a Working Group on the subject, in the overall bid to formulate a Bill on Right to Information to be presented to Parliament. In his analytical review, the author focuses on provisions in two existing Acts (on official secrets and evidence) and Civil Service Conduct Rules, which obstruct operationalisation of Right to Information, and gives his specific views in this regard. - Reproduced</abstract>
