Conventional productivity literature has recognized the importance of human capital investment. However, whereas human capital has been widely believed to be a key factor contributing to economic development, the precise nature of its contribution is often unclear. If market failures are often caused due to external conditionalities, the inner world needs to be explored in human beings to discover new parameters of innovation in specific areas, to cope with such disasters. Therefore, what is required is creating a supportive and encouraging environment.
