The present article discusses the main recommendations of the UP State Finance Commission like devolution criteria, property tax, matching contribution by urban local bodies, water supply reforms, privatisation of municipal services, arrears of electricity dues etc., and the response of the state government to these. The author proceeds to examine the 18 functions/duties for transfer to the three tiers of urban local bodies in UP as recommended in the Twelfth Schedule. It is observed that very few functions/duties have been entrusted to the urban local bodies in the state.
