Affirmative action, constitutional dynamics and the framing of Article 16(4) of the Indian constitution

The fathers of the constitution with the aim of making an egalitarian society incorporated article 16(4) in the constitution permitting the state to reserve appointments of posts for backward classes not adequately represented in the services of the state. But in post-independence period the ruling elite utilised reservation policy not as a policy aiming at socio-economic advancement of the backward classes but a policy to mobilise their support because they constitute an important vote bank. - Reproduced
