<br/><br/> With a brief survey of operationalisation of citizens' charters in UK, Northern Ireland and New Zealand as the backdrop, the author examines the basic concerns of citizens' charters in India, their role and basic principles. Shedding light on their evolution in India, he discusses roles of Chief Secretaries and Chief Ministers Conferences leading to adoption of Government of India's model of citizens' charter and spells out the details of its contents.
