With a background on importance of bureaucratic accountability in the democratic context as the rationale, the author spells out the objectives, conceptual framework and methodology of his empirical study (sample of 25). Then, giving a historical perspective to the phenomenon of bureaucracy in East Pakistan and Bangladesh, he evolves a profile of bureaucracy now prevailing in Bangladesh. Following up his discussion further, on the basis of his empirical findings, he identifies various forms of accountability, factors, and instruments of accountability before presenting his observations and recommendations by way of conclusion. - Reproduced
