Transition to the establishment of local councils in South Africa's rural areas: a case study in the former homelands in the northern province

This study attempts to unveil some of the challenges facing the transition to the establishment of local government in the former homeland administrative centres at Giyani and Lebowakgomo in the Northern Province. It highlights on issues such as finance, development projects, interaction between Transitional Local Councils (TLCs) and their wards, capacity requirements, and service delivery constraints facing the TLCs.
