As market reforms were launched, the numbers of private property owners grew dramatically, but the state institutions for the protection of property and dispute settlement were either absent or defunct. The article studies the context of their emergence, their functions and practices as well as their relations with the state and the criminal sector. - Reproduced aLaw enforcement - Russia aPolice, Private - Russia aPolice - Russia aPolice aPolitics and Society
