Major events have led to flurries of activity, but the real concern is whether this activity is sustainable once the initial impetus dies away.  Do real changes take place in the way services are provided to (or in the types of service provided for) Britain's Black and minority ethnic communities or is it a merely a case of `window dressing'.  This article looks at the current policy environment within which race equalities issues are located.
