Leadership and sustainable local development in Nigeria: Retrospect and prospects - 2001 - p.16-25. - Jan-Mar

The governance through local bodies is ideally aimed at making the fruits of development available to the masses, specially the deprived ones, in an equitable and humane manner. In spite of the well-defined administrative set-up and desired financial allocations these bodies have remained non-starters in several developing and underdeveloped countries because of the quality of leadership available at that level. The misplaced ego, ambition and often unscrupulousness have made these institutions pawns in the hands of selfish and incompetent people who were, otherwise, supposed to sustain the development. The article analyses the uninspiring performance of the local government in Nigeria and suggests possible measures for upgrading the qualiaty of local leadership and enhancing its accountability. - Reproduced
