The article focuses mainly on the role of state as a regulator in an open and competitive environment. The authors analyse the factors that lie behind Dhabol Power Project experience. They exphasise that while planning and formulating projects, one should not lose sight of techno-economical aspects, social commitments and other fundamentals. IPPs and newer sources of power have been suggested as alternatives for local and domestic power requirements. - Reproduced
