This research identifies and analyzes the major characteristics of the communities that are currently participating in the program. A discussion of the findings and policy recommendations should help increase the membership and effectiveness of the STAR system. More importantly, it reinforces the enormous potential that local governments have with respect to leveraging the synergies between economic, environmental, and societal priorities. - Reproduced. aClimate change91373 aInternational Journal of Public Administration aLocal government 2ddccAR 00102ddc40709383470aIIPAbIIPAd2019-05-13h41(16), Dec, 2018: p.1396-1403.pAR119690r2019-05-13yAR
