<br/><br/> The essence of government and administration of local levels is to ensure effective service delivery to the people or the grassroots. By constitutional designs and norms, governance at this level draws more closely on the reach of the people effective dispensation of this responsibility depends on the coma city, knowledge and expiree of the existing institutional actors and structures. Nevertheless, service delivery of this level of government is highly deficient because link between knowledge networking capacity development and efficient service delivery (work bank, NHBHITAT: MoD) and it becomes important to establish this relationship for further research and development. – Reproduced
