But it requires state interventions for empowering them in the shape of financial support, providing infrastructure, morale boosting, opportunities for adequate active participation in social domain and political institutions. All these enable them to think, to understand, to participate, to hold and represent for the development of themselves. A variety of schemes covering socio-economic and political spheres have been provided by state in Bihar. These schemes have shown promise but there is need of making them self assertive to get the benefits of state interventions and enjoy the fruits of the schemes. The PRIs are the most potential instrument to empower them in real sense.
