  <abstract>Civil service the fulcrum of decentralised  governance plays on important role in the overall design, conception and implementation of public such as enabling basic municipal services, strengthening social sector such as education, health coordinating law and order agencies, mitigating disasters, facilitating  development  etc. ( World development report 2004; making services work for poor people) though leadership qualities which includes effective design making if compelled to mange with limited resources, it can create “lond” on cognitive   faction (Mullainthan and Shafir, 2013) in addition lack of economic wellness can cause stress den depression (Haushofer and Fehr, 2014). – Reproduced  </abstract>
