For example, foreign exchange management is a domain area of Department of Economic Affairs (DEA) under Ministry of Finance. Any setting up of targets and making a long term plan will be based on the domain area of the MDOs. Any competency required to work in the domain area is domain competency. The domain competency in foreign exchange management area in DEA will include knowledge and skills relating to all aspects of foreign exchange management. Domain competency exists in layers or hierarchy. As we move on from one role to another role in a position or from lower functionaries to higher functionaries, the level of domain competencies also changes. For example, the level of domain competency for an Assistant Section Officer (ASO) level officers will be to know all that is required to initiate the case relating to foreign exchange management.
