Many of the enterprises have opted for up-dating of technology for achieving competitiveness. The process is, however, incomplete as there is still overmanning. Some of the enterprises resorted to shedding of labour through VRS but in the context of mounting unemployment the response was not very high. There have been suggestions from many quarters for designing a scientific strategy for rationalisation of workforce with a human face.
