Bombay and the Charles Correa commission report of 1988 - Economic & Political Weekly - 60(41), Oct 11, 2025: p.60-69

The National Commission on Urbanisation’s 1988 legacy in shaping India’s urban development is critically examined, with a focus on Bombay. Situating the report in historical and planning debates, it is argued that it depoliticised planning while neglecting labour crises, deindustrialisation, and democratic participation amid liberalisation. Analysing the redevelopment of Bombay’s textile mill lands, the paper shows how the report enabled privatisation, real estate speculation, and inequality, privileging elite interests over equitable growth and undermining public good.- Reproduced
