<br/><br/> The National Commission on Urbanisation’s 1988 legacy in shaping India’s urban development is critically examined, with a focus on Bombay. Situating the report in historical and planning debates, it is argued that it depoliticised planning while neglecting labour crises, deindustrialisation, and democratic participation amid liberalisation.
