The research employed qualitative methods gathering evidence through documentation analysis and in-depth interviews with consultants, government officers and other non-state actors in the project. The ways in which expertise was conceptualised in the project enabled the appointment of primarily for-profit companies with engineers as consultants. Through their operation and influence in the project, such consultants were able to build their business prospects and expertise in the sanitation sector by showcasing their advice as aligning with sustainability. This led to a continuation of epistemic hegemonies in municipal governance, often to the detriment of holistically addressing environmental and social concerns of urban infrastructure projects. –Reproduced
