Ecological degradation is no longer presented only as biodiversity loss but as a driver of rising public costs. There is a shift from a conservation frame to a climate-resilience frame, thereby connecting ecological protection to outcomes that governments and planners already care about: water security, flood reduction, agricultural productivity and infrastructure durability. The Charter creates an important foundation for ecological governance in Kerala while identifying the harder work that remains.-Reproduced
