The initial moves of the government are both reassuring and debatable. The new leadership faces a number of challenges not only related to understanding and cadre that is educated, young, and self-confident, but also lacks political and administrative experience. To add to this is the chronic bureaucratic lethargy and strong resistance from the vested interests in Nepal.
