<br/><br/> The Thirteenth Finance Commission (13th FC) provided a template in 2009 for the preparation of State Finance Commission (SFC) reports. While the structure has served as a foundational guide for SFC, there is a growing need to revise the template to accommodate emerging governance challenges, climate imperatives, fiscal innovations and the evolving role of local government.
