The Sixteenth Finance Commission, while retaining the 41% share of the divisible pool, has attempted certain changes in the formula for inter se distribution of taxes among states, and has not recommended general-purpose grants, commonly called revenue deficit grants, to the states. The paper analyses the Sixteenth Finance Commission recommendations on tax devolution for the states, the non-recommendation of post-devolution grants, the need for an alternative approach to recommend grants under Article 275, and the inclusion of a road map for fiscal consolidation in the Sixteenth Finance Commission report. – Reproduced https://www.epw.in/journal/sixteenth-finance-commission/sixteenth-finance-commission-recommendations.html\ aEconomic & Political Weekly
