Cultural diversity, being manifested in the form of cultural freedom as well as multiculturalim has posed challenges of a different kind before the administrators and governance. The author of this article analyses whether the human and bio-diversity is the enabling factor or a handicap in ensuring good governance and balanced social development. Yet he believes that it is the moral determination which provides the foundation for the governing process. - Reproduced.
