Administrative restructuring in Indian public enterprises - 2002 - p.39-54. - Oct-Dec

The public sector is passing through a critical juncture. With the globalisation, second phase of reforms, disinvestment and privatisation, there is an urgent need for public enterprise reforms and restructuring. This paper focusses on administrative restructuring initiatives taken by the government right from the time they were set up in early 1950s. As drastic restructuring of public enterprises took place with the introduction of New industrial policy 1991, the paper has been divided into two parts: pre-liberalisation phase (1951-90), and post-liberalisation phase (1991-2001). Further in each phase, recommendations of various committees and commissions constituted for restructuring public enterprises and action taken by the government has been listed. Relaxation of governmental guidelines, launching of disinvestment and privatisation programme with greater commitment, thrust on Memorandum of Understanding, professionalisation of some public enterprise boards and grant of `navratna' and `miniratna' status to top ranking public enterprises are the key restructuring moves introduced by the government in the recent times. - Reproduced.
