There is a need as well as occasion to turn the opportunities provided by globalisation to our maximum advantage by developing appropriate technologies, enhancing competitiveness and empowering the disadvantaged segments. He perceives a transparent and efficient administration as the necessary thrust for bringing the country into a `mission mode'.
