The article puts a poignant question whether the dreams of the framers of the Constitution have been realised and the lot of suffering masses improved? The answers to such questions are critical before we eulogise on the standards of governance and scales of development. The state of criminal justice in India, in all its manifestations, plays a vital role in ensuring good governance for the country, and in creating an atmosphere of trust and confidence necessary for an all round development. With his experience in the highest police services of the country, the author emphasises the need for such reforms that aim at making public servants sensitive to the problems of common man and our constitutional objectives, as also ensuring transparency and accountability in their functioning. - Reproduced.
