The planning and development for water resources projects necessarily entails coordination among different users of water as well as many state agencies/undertakings for optimal utilisation of available water and to formulate and operate water resources projects within the framework of overall basin/sub-basin plan for conflicting demands. This article focuses on the issues of governance and institutional mechanism to ensure integrated water resources management and briefly reviews the need of bringing all water related subjects under the umbrella of Ministry of Water Resources, restructuring the Central Water Commission and urgent need for establishment of river basin organisations. - Reproduced.
