Implementation of what has been planned and intended is a problem dogging almost all administrative systems today and has acquired a high degree of urgency in the developing countries. At the same time this area of administration continues to be under-researched one, demanding a closer and comprehensive look at this knotty issue. The first and foremost requirement for effective implementation is the need for sustained political and administrative commitment and support for the decided course of action.
