The American committee system differs from the British and Indian committee system in vital respects. In America committees can kill the bill, by not reporting them back to the House of Congress. They can make amendments to the extent of changing the entire text of the bill. They can hold public hearings. Thus the committees in America have overshadowed the House of Representatives. Hence, one can say that the real law making is done in committees. That is why the committees have been called "Little miniatures". Thus Woodrow Wilson called his government as "government by the committees." - Reproduced.
