<br/><br/> Many a development effort by the state governments are stalled due to paucity of funds arising partly out of their own mismanagement of resources and partly due to ambiguities in the rationale of central allocations. There is an apparent lack of equity in effecting in the distribution of central funds inspite of multi-level institutional arrangements. This calls for a re-defining of Centre-state fiscal relations under a clearer federal formula. - Reproduced.
