Contrary to official claims, the analysis finds that the policy has a substantial impact on the quantity and unit value of the investigated products. Furthermore, it examines possible motives behind initiation of anti-dumping investigations and concludes that non-economic factors are prime determinants of investigation. The policy seems to be failing its objective and deserves reconsideration.
