If the goal of administrative reforms is to attain and refine the goals of welfare state then the cost of ushering such reforms becomes secondary. Yet the emerging paradigm of NPM in administrative reforms does take into account the costs of introducing reforms. If the administration has to be reformed because it is too costly and at variance with the consumer sovereignty, can it aim at ensuring a welfare state? This article focuses on the viability of a welfare state when the management principles of business are applied to public administration in order to improve the cost-benefit relation. - Reproduced.</subfield>
