  <abstract>At the level of the commercial sector, some progress has been made in developing a Corporate Governance framework, and this has sent the signals for a broader awareness of governance at a national level. The demand supply constituents are robust at the corporate level, which augers well for a nation-wide analysis. Hence, this debate takes off from where the Corporate Governance ends. Obviously, this covers a much wider canvass. People generally have a very broad, view of what good governance means. But it has not been holistically analysed by a careful review of the entire theme. This article tries to look at the issue from the side of the service-providers, namely the various government agencies (called the `Supply Side') and the service-receivers, which category consists of the general public who demand such services (called the `Demand Side') and develop a matrix to highlight the relationship between the two. By design the conditions prevailing in a developing economy like India are considered for this analysis. - Reproduced.</abstract>
