    <subfield code="a">Globalisation and liberalisation reinforced by Information and Communication Technology (ICT) revolution have indeed been posing a major challenge to developing countries as also providing new opportunities. However, for a developing country as ours, the unfortunate part of the ongoing process of globalisation appears to be threatening since the agenda for economic and other reforms are likely to be imposed by international and Western donor agencies rather than adopted by choice in consonance with one's own national needs and interests. And herein lies the dilemma of the ongoing reform initiatives being faced by the planners and policy makers of the developing nations. It is against the above backdrop that the present article seeks to highlight significant administrative reform initiatives in India during the present era of globalisation and economic liberalisation, and also their strengths and weaknesses so as to draw certain learning lessons for other developing countries as well. - Reproduced.</subfield>
