<br/><br/> More than the Central or All India Services, it is the State Services which constitute the actual delivery mechanism for public services and which often act as government's contact points with citizens and citizens groups. Accordingly the capacity building and training of the State Services in various states of the country needs to be a major concern for all those interested in improved governance in India. It is only if the State services have been imparted the appropriate knowledge, skills and attitudinal inputs to inculcate a work-ethic of professionalism, hard work, honesty, service-orientation, efficiency and excellence in performing their tasks that we can hope that our national goals would be met, or even exceeded. Accordingly this article intends to look at the training and capacity building that has been devised for State Service officers of one State of the Indian Union - Rajasthan - with a view to bring civil services in the state living up to expectations. - Reproduced.
