There has been considerable debate in India about the indifferent quality of public services delivery which remains poor on a whole. Though decentralisation initiatives have brought about institutional changes in municipal services, yet, urbanisation, unplanned urban development and inadequate infrastructure and resources have stressed urban services. These services have not been able to keep pace with the fast growing population.
