    <subfield code="a">Election is the sin-qua-non for the survival of a democracy. People's level of participation is determined by the voting percentage in elections. The question is whether this voting percentage and the mindset of the people satisfy the concept of democracy? Whether the larger percentage makes any difference to the legislators for their better governance towards the society? The adult suffrage has been misused by the fellow citizens by not exercising their valuable vote. This leads to instability and poor governance. The polling percentage in India portrays that only 60 per cent of the over all voting population actually exercise their vote. What about the rest of the people? Are they not responsible citizens? What is their role and participation in the formation of government? What is their duty towards the society? This article attempts to answer all the questions raised above and to introduce the system of compulsory voting thereby making the people realise their right based duties in the representative form of Government and for better governance of the country. - Reproduced.</subfield>
