The success of the West Bengal government's strategy in Singur in the sense of generating non-farm industrial employment may not be successful anywhere else. True success depends on the ability to absorb surplus labour in those parts of the state where agriculture still accounts for 50 per cent or more of the labour force with low levels of education, where the bulk of the peasants affected by acquisition would be those with livelihoods at stake. - Reproduced.
