<br/><br/> Would a government's failure to protect water distribution systems (pipes and wells) from microbial contamination, be considered as violation of water-rights? If so most government and local govts in the developing countries could be accused of the same.  A more serious and fundamental violation, which is  continuing in the developing countries, is their failure to adopt or implement national strategies, policies and laws designed to ensure rights and adequate allocation of public funds for rfealization of water rights. - Reproduced.
