Its various provisions confer legislative, judicial, executive and financial powers and functions on autonomous councils. Over the years differences have crept into perception regarding powers and expectations. On various occasions the Councils have nursed the expectations about financial and administrative support from the state governments. Whereas, the latter perceive the Councils as parallel government without much of an accountability.
